近日，省市相继启动突发公共卫生事件“一级响应”，根据《河南省教育厅关于做好学校新型冠状病毒感染的肺炎疫情管控工作的通知》，为有效预防、及时控制和消除新型冠状病毒感染的肺炎疫情的暴发和蔓延，切实保障师生身体健康和校园安全稳定，现就医学院全体来华留学生寒假疫情防控期间外出请假事宜通知如下：
留校的留学生原则上不允许离开洛阳，在宿舍做好防护措施，每日通风，勤洗手，每日检测体温，戴好有效的口罩。如有身体不适，如干咳，发热、无力、呼吸急促，请告知宿管老师和辅导员老师，由校医院值班医生等陪同留学生到指定医院诊治。
如有特殊情况须外出离开洛阳（国内旅行或者回国），报告辅导员老师和宿管老师，提交请假条、签署告知书并获得院主要管理领导的签字同意后方可离校。
在外出途中，请保护好自己的人身及财产安全，佩戴有效的防疫口罩，远离疫情区域。认真登记旅途路线和时间，途中如发生地点和时间的更改，请及时告诉老师。
自身承担旅途过程当中出现的安全及其他所有责任！

Dear Students,
Recently, provinces and cities have launched the "first level response" to public health emergencies. According to the notice of Henan Provincial Department of education on the control of pneumonia epidemic situation caused by new coronavirus infection in schools, in order to effectively prevent, timely control and eliminate the outbreak and spread of pneumonia epidemic situation caused by new coronavirus infection, and effectively guarantee the health of teachers and students. The following is the notice for all international students to ask for leave during the winter holiday epidemic prevention and control period:
In principle, students who stay in school are not allowed to leave Luoyang. Students should take protective measures in the dormitory, ventilate every day, wash their hands frequently, check their temperature every day, and wear effective masks. In case of physical discomfort, such as dry cough, fever, weakness and shortness of breath, please inform the resident management teacher and counselor teacher. The doctor on duty of the school hospital will accompany the overseas students to the designated hospital for diagnosis and treatment.
If you have to leave Luoyang (for domestic travel or return to China) in special circumstances, report to the counselor teacher and the supervisor teacher, submit the leave application, sign the notice and obtain the signature and consent of the main management leaders of the school before leaving the school.
On the way out, please protect your personal and property safety, wear an effective anti-epidemic mask and keep away from the epidemic area. Carefully register the route and time of the journey. If there is any change of the place and time, please inform the teacher in time.
